Judge Academy

Whenever a Judge creature is cast, it's controller
must pay {3} and attaches to the creature a token
called Judge Badge level 1. If not paid, tear the
card up and stomp on it.
At any time, any player may pay {x} and sacrifice
a Judge Badge attach to a creature they control.
Attach to it a Judge Badge Level X, where X is
equal to the amount of mana paid.
