Will of the council - At the beginning of your
upkeep, starting with you, each player votes for
guilty or innocent. If guilty gets more votes, each
player targets a permanent they don't control and destroys it. If innocent gets more votes, each
player loses life equal to the number of
permanents they control, then draws that many
cards.
