Whenever Judgemental Specter deals combat damage to a player you may choose a non-land card type, if you do that player sacrifices a permanent of that type. If a permanent is sacrificed this way put Judgmental Specter into the command zone.
Relentless - While Judgemental Specter is in the command zone, you may cast it if a player forced you to sacrifice a permanent this turn.
