Kailash, Chief of Security

When Kailash enters the battlefield, every creature on the battlefield gets a security counter.
Creatures without a security counter cannot block. When a creature you control with a security counter dies, you may draw a card.
As the Consulate's Chief of Security, it's Kailash's duty to keep Consulate facilities safe. People caught roaming through areas they shouldn't often seem to mysteriously disappear.
