Keeping the Timeline

At the beginning of your upkeep, each player votes for either Slow or Quicken. If Slow wins more votes, then players can't cast spells outside of their turn until your next turn. If Quicken wins more votes, you may cast spells as though they had flash until your next turn.
Knowing when to intervene is more important than the intervention.
