Taxation - If an opponent would lose unspent
mana, instead tap a number of target creatures
equal to the amount of unspent mana.
At the beginning of each opponent's endstep, they
must tap all untapped lands they control. For each
land tapped this way, they add one mana of any
color that land could produce.
