King's Decree

When King's Decree enters the battlefield, you
become the monarch
When a player other than the monarch casts a
spell, the monarch may pay {x} where X is half
that spell's mana value, rounded up. If this cost is
payed, the monarch chooses one:
• Counter that spell
• That spell cannot be countered
