As long as a permanent card with cumulative
upkeep is in a graveyard, for each opponent, the
first creature that enters the battlefield under
their control each turn has cumulative upkeep.
The same is true for decayed, defender, echo,
fading, phasing, and vanishing. Cumulative
upkeep costs gained this way are {2}. Echo costs
gained this way are equal to the creature's mana
cost. Creatures that enter the battlefield with
fading or vanishing this way enter with two of
those counters.
