Whenever a creature you control dies because of a suicide counter, at the beginning of you end step you may put target creature with mana cost 3 or less in your graveyard in your hand.
{p/b}, pay 2 life{t} : Put a suicide counter on target creature you control.
pay 2 life{t} : put a suicide on target opponent.
(suicide counter : creature affected by that counter gets +1/-1).
