When Kosovo enters, each player chooses from their library a card with the highest converted mana value among them, then exiles that card. Create an emblem with "Any player may, at any time, put a “legitimacy” counter on a card exiled this way. If a majority of players have put a “legitimacy” counter on a card it becomes Recognized and the owner of that card may cast it without paying its mana cost. Should 2/5th of the cards or more be recognized then all cards will be Recognized."
