Whenever a creature an opponent controls receives a counter other than an augment counter, put the same number and kind of counters onto Krevnonian Patrol Officer.
Even though Amara is meant to ensure the
police force on Krevnonia has been augmented, Amara hasn't forced it upon the officers.
