Factors needed: 3 Observers, 3 Pistons, 1 Lever

As long as Lag Machine is tapped, all players can
only cast 3 spells per turn.
Attach 1 Observer and 1 Piston: lower the
number of spells that can be cast per turn by 1.
This can only be done twice.
