If you control seven armies on Kul Tiras,
take control of Dalaran. The player who formerly controlled Dalaran can redistribute their armies amongst any other territories they control. Dalaran moves to
Kul Tiras for the next three turns, and the
new controller of Dalaran can add four
armies to the city.
