Lending Library

{t}: You gain control of another target permanent controlled by Lending Library's controller. Any
player may activate this ability.
At the beginning of each opponent's upkeep, put
a fine counter on each permanent that player
controls that you own. Lending Library deals
damage to that player equal to the number of
fine counters on permanents they control.
