Will of the People — At the beginning of your
upkeep, each player, starting with you, votes for
money or war. If money wins, each player creates treasure tokens until they have the same amount
as the player with the most treasure tokens.
If war wins or the vote is tied, each player loses
life until they have the same amount of life as the player with the least life.
