Whenever a nontoken creature enters the battlefield Will of the Council — starting with you, each player votes for urgent or trivial. If urgent gets more votes that creature gains haste until end of turn, if trivial gets more votes or the vote is tied tap that creature.
If a creature you control was urgent, draw a card.
