Whenever a Saga enters the battlefield under your control, Coucil's Dilemma - Starting with the
player on your right, each other player votes for
Good or Bad. For each Good vote, that player
creates a copy of the Saga and each Saga with the
same name progresses a tier. For each Bad vote,
that player gains 5 life and you draw a card.
