have Liliana Nalaar, Scrap Reviver deal 2 damage
to any target.
Exile an artifact card from your graveyard:
Create X 1/1 Thopter artifact creature tokens,
where X is the exiled card's converted mana cost
The Consulate disposes of anything it cant control
