Lilith, the Final Judge

Will of the council - When Lilith enters the battlefield, starting with you, each player votes
for genocide or supress. If genocide gets more votes, each opponent has to sacrifice two creatures. If suppress gets more votes or the vote
is tied, Lilith gets +3/+2, flying, vigilance and: When this creature attacks, tap target permanent defending player controls. When you control Luzifer, Risen from Hell, he gains Lilith's will of the council ability but each "Lilith" is replaced with "Luzifer".
