Prevent all damage Lillian the Outcast would deal to creatures or players without Retaliation counters.
Whenever a creature deals damage to you or a permanent you control, or a player casts a spell that targets you or a permanent you control, put a Retaliation counter on that creature or player. Then that creature or player takes X damage where X is the number of Retaliation counters on that creature
