When Lord Saeks, Crown's Councilor enters the battlefield, target player becomes the monarch.
Whenever The Monarch triggers, scry 1. Then
you may exile the top card of your library.
Whenever the monarch casts a noncreature spell,
players vote for fealty or treachery. If treachery
gets more votes, exile that spell. Otherwise, you
may cast a spell from among cards exiled with
Lord Saeks without paying its mana cost.
