The "legend rule" doesn't apply to Loshi. If your commander is Loshi, token copies of Loshi count towards "commander damage".
At the beginning of combat on your turn, you
may pay {u}. If you do, create a token copy of
Loshi, Soul Overflowing. It gains haste.
