Lugan has shroud as long as you have no cards in hand.
Spells and abilities aren't countered by the game rules if they have no legal targets, and exchanges still happen even if one or more parts of the exchange no longer exist.
Pay 1 life: Discard a card, tap a permanent you control, counter target spell or ability you control, or sacrifice a creature. Any player may activate this ability. (The player who does controls it.)
