Active: On double 6s, instead of moving may
mind-control any player (except Leia) to steal
a property. If property is in a monopoly, must
pay its cost to the targeted player. If property
has housing, must pay 2x its cost. Cannot steal
a property with a hotel. Any affected houses may
be sold to bank by previous owner.
