{c} 1-2: Card of Choice is returned and
Cardholder loses the GP risked.
{c} 3-12: Rolls the % die. Receives 100+roll %
of the amount risked (for example, a 50 would
equal 150% of GP being awarded). Then, Card
of Choice is awarded to a random citizen.
