Malicia, Dread Empress

When Malicia, Dread Empress enters, you become the monarch.

At the beginning of your postcombat main phase, each player votes for war or peace. If war gets more votes, each opponent loses 3 life unless they sacrifice a nontoken permanent or discard a card. If peace gets more votes, draw a card for each vote for peace if you are the monarch; otherwise, you become the monarch.
