At the beginning of each end step put a burden counter on each land you control without a burden counter on it.

Whenever an opponent activates a mana ability of a land, remove a burden counter from among permanents you control.

As long as you control no permanents with burden counters on them, your opponents can't activate mana abilities of lands.
