Manifest Destiny

If any player has more cards in hand than you,
he or she may play any number of spells without
paying their casting costs and put any number of
lands into play until they have same number as
you. (Timing rules do not apply)
Each player draws cards until they have 7 cards
in hand. Then starting with you, each player
may put any number of permanent cards from
their hand into play. Exile Manifest Destiny.
