Map Dispute

Will of the Council - Starting with you, each player votes for a basic land type. Each
player who voted for the land type with the most votes may search their library for two basic lands with that type and put it
onto the battlefield tapped, then shuffle. If
2 or more types are tied for the highest vote, instead repeat this process.
