Markov Triplets

At the beginning of your end step, choose an
opponent. Until your next turn, that player can't
cast, activate, or target cards in their graveyard.
At the beginning of that player's upkeep, you
may choose a card in their graveyard and exile it
with a curse counter on it.
You can play cards in exile with curse counters
on them. If a creature spell is cast this way, that creature becomes a Vampire in addition to its
other types
