Whenever a player casts a spell, if they tapped
a land to cast it, create a 1/1 white human soldier creature token with vigilance unless
they pay {1}.

Once organized, the royal militia was able to easily vanquish Grendhelt - but of course, didn't let go of their emergency powers, in case of any future resurgence.
