Mental Fatigue

Enchanted player cannot complete any actions
with the wording "May".
During enchanted player's upkeep they must flip
a coin, heads they skip their draw phase, tails they
skip their main phase. During each of their main
phases, a random permanent phases out. During
each of their draw phases, a random card in their
hand is exiled until the end of the turn.
