Mephisto's Waltz

When Mephisto's Waltz enters the battlefield,
exile target permanent for as long as Mephisto's
Waltz remains on the battlefield. If {r} was spent
to cast Mephisto's Waltz, it does 2 damage to
that permanent's controller. If {b} was spent to
cast Mephisto's Waltz, that permanent's
controller discards a card.
