exile the top card of target player's library and
put a heist counter on Mercy, Mafia Mistress.
You may cast cards exiled with Mercy, Mafia
Mistress with converted mana cost less than or
equal to the number of heist counters on Mercy,
Mafia Mistress and you may spend mana as
though it were mana of any type to cast that
spell.
