Midnight Oil Emblem

At the beginning of the game put seven hour counters on this emblem.
At the beginning of each players draw step
that player draws a card and puts a charge counter on this emblem. Then, if there are at least as many charge counters on it as the amount of players remove them and remove
two hour counters.
Players maximum handsize is equal to the number of hour counters on this emblem.
Whenever a player discards a card, he looses 1 life.
