every player chooses War, Peace or Allegiance.
For every player that chooses Allegiance, the
Monarch draws a card.
For every player that chooses Peace, the
Monarch gains 3 life.
For every player that chooses War, the
Monarch creates a 1/1 Spirit token with flying.
