At the beginning of each Cycle remove all State
Counters fromthis permanent, reveal cards from
the top of the library for each Counter removed
this way, then play the card with the lowest cost without paying it's mana cost. put the rest into
the Graveyard.
At the end of each Cycle add a State Counter to
each State Permanent then shuffle the Graveyard
into the library.
