Military Mixup

Whenever a player would draw a card, they exile
the top card of the library of the player to their
left instead. Spells exiled this way can be cast,
and mana can be spent as though it were mana
of any color to cast these spells.
When Military Mixup leaves the battlefield,
return any cards exiled this way back to their
respective libraries, then shuffle those libraries.
