When you planeswalk to Miller's Planet, you get
a time counter.
When you planeswalk away from Miller's Planet, remove all time counters from all players.
Time Dilation - At the beginning of your first
upkeep each turn, if you have no time counters,
you get two additional upkeep steps after this one.
Punishing Gravity - Creatures lose flying and can't
have or gain flying.
Tidal Wave - Whenever chaos ensues, return all creatures to their owners hands.
