Mime's Ultimatum

As Mime's Ultimatum enters the battlefield, put
a mime counter on each player.
Whenever a player speaks, remove all mime
counters from them.
Sacrifice Mime's Ultimatum: Target player
without a mime counter on it loses half of their
life total, rounded up. Then remove all mime counters from all players. Any player may
activate this ability.
