Council's dilemma — When Ministrant's Deliberations enters the battlefield, starting with
you, each player votes for body or spirit. Create a
2/2 black Zombie token for each body vote.
Create a 1/1 white Spirit token with flying for
each spirit vote.
Whenever an opponent votes for the same option
as you do, you and that player each create a
Treasure token. (It's an artifact with "{t}, Sacrifice
this artifact: Add one mana of any color.")
