Enchant creature.
Enchanted creature has Double strike, and has:
"{t}, Remove an Arrow counter from this creature: Deal 3 damage to target attacking or blocking creature."
If one or more Arrow counters would be put on enchanted creature, that many plus one Arrow counters are put on it instead.
