Mustard, Controller of Gas

At the beginning of your upkeep, add a gas counter.
Whenever the gas counter becomes a multiple of 3, deal damage to each creature
your opponents control equal to the gas counter. Whenever a creature dies this way, exile it until Mustard, Controller of Gas
leaves the battlefield instead.
