If the bearer is a WIZARD, they can attempt
to cast one additional spell in each of their
hero phases. If the bearer is not a WIZARD,
they can attempt to cast Foul Regenesis
(pg 66) in each of their hero phases (this
does not give them the ability to unbind
spells).
