Namira, High Judge

When Namira, High Judge enters the battlefield
you become the monarch.
Will of the council—When a creature deals combat damage to you or to the monarch, starting with
you, each player votes for judgment or taxe. If judgment gets more votes, exile target attacking creature. If taxe gets more votes or the vote is
tied, create a treasure token, the monarch does
the same.
While voting, you get an additionnal vote.
