Enchant target creature an opponent controls.
At the beginning of enchanted creature's controllers upkeep put a neglect counter on
enchanted creature unless its owner pays one
mana for every neglect counter on it plus one.
At the beginning of enchanted creature's controllers endstep they lose two life for each
neglect counter on enchanted creature.
