Whenever a red instant or sorcery you control deals damage to an opponent put 2 +1/+1 counters on Neheb.
When Neheb dies each opponent loses life equal to its power.
Discard 2 cards: search your library for an instant or sorcery card and put it into your hand, then shuffle your library
