Neige, Frostbound Monarch

Whenever Neige, Frostbound Monarch or
another snow permanent enters the battlefield
under your control, you may put an ice counter
on target nonsnow land an opponent controls.
That land becomes snow.
At the beginning of each opponent's upkeep, that player loses X life and you gain X life, where X is
the number of snow lands that player controls.
