New Year's Day

A player can control only one Festivity.
During each player's upkeep that player Scry 1.
If you control New Year's Day, Scry 2 instead.
If it's January or February then each
player plays with the top card of their library revealed and {1}:Until end of turn, you may cast target card on top of any library. Activate this ability only if you control New Year's Day.
