Nhek'Thol the Scorched

Council's dilemma - When Nhek'Thol the
Scorched enters the battlefield, starting with you,
each player votes for power or sickness. For each
power vote, put two +1/+1 counters on
Nhek'Thol. For each sickness vote, creatures get
-2/-2 until end ot turn.
Council's punishment - Whenever players finish
voting, for each player who voted for a choice you
didn't vote, exile a card from that players
graveyard.
